COMMITTEE ON PURCHASING

Mr. Richard Lanyon, General Superintendent

Title

Issue purchase order and enter into an agreement with Kevin Fitzpatrick for Professional Services as Legislative Liaison for the Year 2009 in State of Illinois Legislative Activities in an amount not to Exceed $106,200.00, Account 101-30000-601170  Requisition 1263252

Body

Dear Sir:

For many years, Mr. Kevin Fitzpatrick’s legislative coordination and assistance has been highly beneficial to the District.  Mr. Fitzpatrick has years of experience as a lobbyist in our State Capital and comprehensive understanding and knowledge about District operations, goals and finances.  It is in the District’s best interests to retain Mr. Fitzpatrick to serve as the District’s Legislative Liaison for the year 2009.  Inasmuch as Kevin Fitzpatrick possesses a high degree of professional skill, it is recommended that the Purchasing Agent be authorized to issue a purchase order and enter into an agreement without advertising, per Section 11.4 of the Purchasing Act in an amount not to exceed $106,200.00.

It is therefore recommended that the District engage the services of Mr. Fitzpatrick for professional services as Legislative Liaison in connection with the year 2009 legislative activities and that Mr. Fitzpatrick be paid $8,850.00 per month for the twelve-month period beginning January 1, 2009 and expiring December 31, 2009 for a total fee of $106,200.00, which includes expenses and the cost of lodging.

Funds are being requested in 2009 in Account 101-30000-601170, and are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

Requested, Frederick M. Feldman, Attorney, FMF:AJC:crb

Recommended, Darlene A. LoCascio, Purchasing Agent

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Purchasing
