Dear Sir:

 

Contract documents and specifications have been prepared for Contract 25-942-11, Job Order Contracting Services.

 

The services consist of all management, documentation, labor, materials, and equipment to perform work for the construction, reconstruction, or repair of District infrastructure. The term of the contract will be thirty-six (36) months and will include an option for two additional 12-month periods. The contract will consist of three groups: Group A for the North Service Area, Group B for the Stickney Service Area and Main Office Building Complex, and Group C for the Calumet Service Area. Separate contracts could be awarded for each group. Job order contracting is primarily used by Maintenance and Operations, Engineering, and General Administration, but may be used by other departments.

 

The estimated cost for this contract is $12,000,000.00, with $3,000,000.00 for Group A, $6,000,000.00 for Group B, and $3,000,000.00 for Group C over a three (3) year period. For each additional 12-month period the contract value may be increased with Board approval by $4,000,000.00 per option period, with $1,000,000.00 for Group A, $2,000,000.00 for Group B, and $1,000,000.00 for Group C.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance Revised Appendix D and Appendix V will be included in this contract. The type of work to be performed under the contract is classified as “General Construction Services” for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE). The individual goals for this contract are 20% MBE, 10% WBE, and 3% VBE.

 

The tentative schedule for this contract is as follows:

Bid Opening                       September 16, 2025

Award                                                               October 16, 2025

Completion                          November 1, 2028

 

Funds are available in Accounts 101/201/401/501/901-VAR-VAR.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-942-11.
