Title

Authority to issue a four-month construction staging permit to Wood River Pipe Lines, LLC to use 0.52± acres of the District’s Cal-Sag Channel Parcels 8.04 and 8.09 located in Palos Township, Illinois for its planned maintenance project to replace the existing hangers on the span of the Southwest Highway (IL-7) bridge over the Cal-Sag Channel.  Consideration shall be a one-time fee of $5,000.00

Dear Sir:

 

Wood River Pipe Lines, LLC (“Wood River”) has requested a four-month construction staging permit to use 0.52± acres of the District’s Cal-Sag Channel Parcels 8.04 and 8.09 located in Palos Township, Illinois for its planned maintenance project to replace the existing pipeline hangers on the span of the Southwest Highway (IL-7) bridge over the Cal-Sag Channel.  This work is being performed on Illinois Department of Transportation property and only staging will occur on District real estate.  Wood River is only requesting to store equipment on and to tie a barge onto District real estate.  Specifically, the work is to be completed from the bridge as well as the bank area south of the bridge.  Wood River also plans to use a barge working within the Cal-Sag Channel that will need to tie-off on both the north and south sides of the channel.   

 

Cal-Sag Channel Parcels 8.04 and 8.09 are leased to the Cities of Palos Hills and Palos Heights, respectively.  Both municipalities have indicated their consent to this project.  The District’s technical departments have reviewed this request and have no objections provided that 24-hour unrestricted access to District structures and facilities is maintained.  A one-time permit fee in the amount of $5,000.00 is recommended, as the pro-rata share of 10% of the fair market value of the land would yield a fee less than the District's minimum permit fee of $5,000.00.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a four-month construction staging permit to Wood River Pipe Lines, LLC to use 0.52±  acres of the District’s Cal-Sag Channel Parcels 8.04 and 8.09 located in Palos Township, Illinois for its planned maintenance project to replace the existing pipeline hangers on the span of the Southwest Highway (IL-7) bridge over the Cal-Sag Channel.  Consideration shall be a one-time fee of $5,000.00

 

It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit agreement after it is approved by the General Counsel as to form and legality.
