Dear Sir:

 

On July 7, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-810-21, Furnish and Deliver Six Submersible Grit Pumps to the Calumet Water Reclamation Plant. 

 

In response to a public advertisement of August 3, 2016, a bid opening was held on August 23, 2016.  The bid tabulation for this contract is:

Five hundred seventeen (517) companies were notified of this contract being advertised and thirty-seven (37) companies requested specifications.

 

The two lowest bidders, Xylem Water Solutions USA, Inc. and J M Process Systems, Inc., proposed pumps which do not meet the equipment compatibility specifications, as stated on page DS-1, under Submersible Pump General Specifications System.  The District requested Wilco submersible grit pumps with motor assemblies.  The pumps and assemblies proposed by these two bidders would require significant additional equipment, parts and labor to adapt to the existing grit system.  Therefore, the Maintenance & Operation Department has recommended to reject these bids.

 

The Director of Procurement and Materials Management is in concurrence to reject the two bidders and has informed Xylem Water Solutions USA, Inc., and J M Process Systems, Inc., of this action.

 

Atlas & Associates, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $102,000.00, placing their bid of $96,000.00, approximately 5.9 percent below the estimate.

 

The contractor shall furnish and deliver the six pumps within 120 calendar days after the receipt of the purchase order.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.

 

The Multi-Project Labor Agreement (MPLA) is not included in this contract because it is primarily a furnish and deliver contract.

 

There was no bid deposit required for this contract.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order for Contract 16-810-21 to Atlas & Associates, Inc., in an amount not to exceed $96,000.00.

 

Funds are available in Account 201-50000-634650.
