Authority to advertise Contract 16-901-21 Furnish, Deliver, and Install Boiler Controls at the Stickney Water Reclamation Plant, estimated cost $1,300,000.00, Account 201-50000-645650, Requisition 1422798 (Deferred from the May 19, 2016 Board Meeting. The item was not brought to the June 2 or June 16, 2016 Board Meetings, and as a result is being presented at the July 7, 2016 Board Meeting.)

Dear Sir:
Contract documents and specifications have been prepared for Contract 16-901-21 Furnish, Deliver, and Install Boiler Controls at the Stickney Water Reclamation Plant, at the request of the Maintenance and Operations Department.
The purpose of this contract is to furnish, deliver, and install controls, programming, and other required appurtenances to provide a co-fire implementation of Boilers 1, 2, 3, 4, 5 and 7 using natural gas and digester gas through existing separate gas trains. Use of co-fire logic and technology shall enable full utilization of available digester gas produced at the plant. The existing control system is obsolete and parts are no longer available through the manufacturer.
The estimated cost of this contract is $1,300,000.00. The estimated 2016 and 2017 expenditures are $650,000.00 and $650,000.00, respectively.
The bid deposit for this contract is $65,000.00.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract.

Bid Opening August 16, 2016
Award September 15, 2016
Completion October 6, 2017
Funds are available in 2016 in Account 201-50000-645650. Funds for 2017 are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-901-21.
