Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with V3iT Consulting, Inc. to perform custom application development consulting and database support consulting, at the request of the Information Technology Department.
The purpose of this contract is to secure qualified consulting services for custom application development, data analysis, and data integration, supplementing the Enterprise Applications Office to ensure effective delivery of current and future IT projects aligned with the District’s strategic goals.
On December 17, 2025, Contract 25-RFP-11 Custom Application Development Consulting & Database Support Consulting was advertised. The District received fifteen (15) responsive proposals on January 9, 2026.
A committee consisting of five District employees, three members of the Information Technology Department, one member of the Finance Department, and one member of the Engineering Department reviewed the proposals. Proposals were evaluated based on criteria such as: Firm’s Experience, Clarity & Completeness of Work Plan, General Technical Confidence, Forward Thinking Technology Analysis Depth and Business Process Mapping Quality.
Based on the initial evaluation, six (6) proposers were scheduled to execute a presentation and respond to questions from the District’s evaluation committee. The proposers were then afforded the opportunity to submit an unqualified best and final offer to the Director of Procurement and Materials Management.
After the overall evaluation of the proposals, V3iT Consulting, Inc. was selected to provide Custom Application Development Consulting & Database Support Consulting.
V3iT Consulting, Inc. has the experience and capability to provide objective, best-fit consulting in custom application development, data analysis, and data integration to support the District’s Enterprise Applications Office. Their background with local governments, along with the strongest technical proposal and presentation, makes them the best-suited and highest-ranked firm to meet the District’s needs.
Inasmuch as the firm V3iT Consulting, Inc., possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, in an amount not to exceed $150,000.00.
Funds for the 2026 expenditure, in the amount of $25,000.00, are available in Account 101-27000-612340. The estimated expenditure for 2027 and 2028 is $50,000.00, and for 2029 is $25,000.00. Funds for the 2027 through 2029 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
