Dear Sir:

 

Contract documents and specifications have been prepared for Contract 13-199-3F Lyons and McCook Levee Improvements Project.

 

The purpose of this contract is to restore and improve the Lyons and McCook levees to prevent overtopping during flood events, up to the 100-year design flood. Work on the Lyons Levee involves tree removal, placement, and grading of fill materials to raise the existing levee crest, placement of a steel sheet pile wall that will act as a seepage barrier under existing railroad tracks, and the installation of an access road. Work on the McCook Levee involves tree removal, construction of an access road, and the placement and grading of clay material that will act as an anti-seepage blanket. This project will benefit residents, businesses, and an electrical substation located in the Village of Forest View by reducing the risk of flooding.

 

Additionally, there will be an optional scope of work to perform repairs and restoration work on an existing bioswale constructed by the District on Forest Preserve District property east of 1st Avenue in Proviso Township. This work will be included as an optional bid item and the District may elect to award this work under this contract.

 

The District has been awarded $1,000,000.00 for the project’s construction under the American Rescue Plan Act through a subrecipient agreement with Cook County that was authorized by the Board on June 15, 2023.

 

It is estimated that 12 jobs will be created or saved as a result of award of this contract, with 17,223 man-hours of skilled trades utilized.

 

The engineer’s estimated cost for this contract is between $2,709,842.70 and $3,280,335.90. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $164,016.80.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 450 calendar days after approval of the contractor’s bond.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D, will be included in this contract. The type of work to be performed under the contract is within the “General Construction Services” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE and VBE utilization goals for this contract are 20 percent MBE, 10 percent WBE and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Bid Opening                     October 7, 2025

Award                     November 20, 2025

Completion                     February 13, 2027

 

Funds for 2025 are available in Account 501-50000-645620. Funds requested in future years, 2026 and 2027 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 13-199-3F.
