Dear Sir:
Contract documents and specifications have been prepared for Contract 23-684-21, Equipment Painting & Rehabilitation at Various Locations, at the request of the Maintenance and Operations Department.
This purpose of this contract is to replace protective coatings and scraper blades on forty-eight final tanks at the Stickney, Calumet, and O’ Brien WRP; paint twelve digester covers at the Hanover Park and Calumet WRP; and rehabilitate and paint two water towers at the Stickney and O’Brien WRP. The contract is divided into groups A-F and separate contracts could be awarded for each group.
The estimated cost of this contract is $7,735,400.00. The estimated 2023, 2024, and 2025 expenditures are $600,800.00, $4,727,000.00, and $2,407,600.00, respectively.
The bid deposit for this contract is $309,416.00.
The Multi-Project Labor Agreement (MPLA) will be included in this Contract.
The Affirmative Action Ordinance Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Construction Services” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Veteran-owned Business Enterprise (VBE) utilization goals. The associated utilization goals for this Contract are 20% MBE, 10% WBE and 3% VBE for each group. A suppliers exception is recommended for Groups E and F.

Funds are available in 2023, in Accounts 101/201-50000/67000/68000/69000-612650, 645750, 645780. Funds for the subsequent years, 2024 and 2025, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-684-21.
