Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with the firm of V3 Companies, Ltd. (“V3”) for Contract 25-RFP-18, Professional Environmental Engineering Services for Real Estate, in an amount not to exceed $600,000.00 for a three (3) year term. The agreement may be extended for one year, at the District’s request, with no change in the fee schedule.
On August 20, 2025, request for proposal Contract 25-RFP-18 was advertised. The District received twelve (12) responsive proposals on October 3, 2025 from the following vendors: (1) A3 Environmental, LLC, (2) Carnow, Conibear & Assoc., Ltd., (3) Civil & Environmental Consultants, Inc., (4) Environmental Design International Inc., (5) Fehr Graham, (6) GZA GeoEnvironmental, Inc., (7) Professional Environmental Engineers, Inc., (8) Stantec Consulting Services Inc., (9) Terracon Consultants, Inc., (10) Tetra Tech, Inc., (11) V3 Companies, Ltd, and (12) Weaver Consultants Group North Central, LLC.
The criteria for evaluation were outlined in Contract 25-RFP-18 and the proposals received were evaluated by staff from the Law, Engineering and Procurement and Materials Management Departments for understanding of the project, approach to the work, cost of services, technical competence, financial stability, compliance with insurance requirements, team effectiveness, submission of all necessary licenses and permits, and compliance with affirmative action requirements. Following the preliminary evaluation of the proposals, six (6) proposers were invited to a finalist interview. Finalist interviews were held on October 29, 30, and 31, 2025 and “Best and Final” Offers were returned to the Director of Procurement and Materials Management on November 14, 2025.
Based on the evaluation of the proposals using the criteria described above and the pricing provided in the “Best and Final” Offers, the committee reached a consensus that V3 is one of two firms most suitable to perform professional environmental engineering services for the District. V3 is a small to mid-sized firm with 12 offices located in 5 States and one Canadian Province including offices in Chicago and Woodridge, Illinois.
The scope of work for this contract includes environmental auditing, Phase I environmental assessment, Phase II environmental investigation, and other environmental engineering consulting services for both vacant and industrialized District properties.
V3 is registered to transact business and is in good standing with the State of Illinois.
The Diversity Section has reviewed the proposal and has concluded that V3 has met the requirements of Appendix A as indicated in the attached reports. The Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran Business Enterprise (VBE) goals for this professional services agreement are 20 percent MBE, 10 percent WBE and 3 percent VBE.
In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with V3 for Contract 25-RFP-18, Professional Environmental Engineering Services for Real Estate, in an amount not to exceed $600,000.00. The estimated expenditure for 2026 is $200,000.00, for 2027 it is $200,000.00 and for 2028 it is $200,000.00. Funds for each of the years 2026, 2027, and 2028 are contingent on the Board of Commissioners’ approval of the District’s budgets for those years.
