Dear Sir:
A request for proposal documents is being prepared for a provider of certified sign language interpreter services at the request of the Human Resources Department.
The purpose of this contract is to select a vendor to provide sign language interpreter services to be utilized by employees of the District during regular work activities. The contract would provide the District access to the following services on an as-needed basis: in-person interpreter services; computer-aided, real-time translation services; and video remote interpreting services. All services would be provided by a certified sign language translator. There is currently one District employee utilizing these services. This professional services contract will cover the period from January 1, 2024, through December 31, 2026.
The estimated cost for this contract is $225,000.00. The estimated expenditures for 2024, 2025, and 2026 are $75,000.00 annually.
No bid deposit is required for this request for proposal.
The Diversity Section reviewed the request for proposal to determine if Affirmative Action Ordinance Revised Appendix A and the Appendix V goals will apply. Contract goals are established based on the availability of at least three Minority Business Enterprises (MBE) and three Women Business Enterprises (WBE) registered on the District’s Vendor List to perform the anticipated scope of work. Since there are no MBE or WBE vendors registered on the District’s vendor list that are available to perform sign language interpreter services, Appendix A and Appendix V will not be included.

Completion December 31, 2026
Funds will be requested in 2024, 2025, and 2026 in Account 101-25000-612430, and are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-RFP-20.
