Dear Sir:

 

Authorization is requested to issue a purchase order to Altorfer Industries Inc., to furnish and deliver one (1) new Caterpillar model 980-14C high lift reach configuration medium wheel loader to the Calumet Water Reclamation Plant.  The wheel loader will be delivered by December 31, 2026.

 

Sourcewell currently has a competitively bid contract with Caterpillar Inc. (011723-CAT) for heavy construction equipment.  Altorfer Industries Inc. is a distributor for Caterpillar Inc.  On May 19, 2011, the Board of Commissioners granted authority to participate in the NJPA purchasing cooperative. The contracts were established to enable all state agencies and authorized local governmental units to purchase heavy construction equipment during the contract period.  The term of contract 011723-CAT began on May 24, 2023 and expires on April 14, 2027.  

 

This order consists of the procurement of one (1) new Caterpillar model 980-14C high lift reach configuration medium wheel loader to the Calumet Water Reclamation Plant.  The wheel loader will support the Solids Management Area by handling the increased production of solids resulting from the phosphorous removal process at the Calumet WRP.  Adding this equipment will improve availability and help maintain production levels and operational efficiency of the Solids Management Area.

 

The Maintenance and Operations Department has indicated that a trade-in of the District’s existing Caterpillar 980H wheel loader with 14,803 hours is part of this purchase. The pricing submitted in the amount of $569,610.00 for the new 2026 Caterpillar model 980-14C wheel loader includes a trade-in allowance of $40,000.00 for the existing Caterpillar 980H wheel loader.

 

Altorfer Industries Inc., is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement (MPLA) is not applicable because the requirement does not fall under the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V, are not applicable to this requirement because it is primarily a furnish and deliver contract.

 

The Procurement and Materials Management Department believes that participating in the Sourcewell contract will expedite the ordering and delivery of the vehicle and reduce administrative costs.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order to Altorfer Industries Inc., in an amount not to exceed $569,610.00.

 

Funds are available in Account 101-68000-634760.
