Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Mobile Health & Testing Services, Inc., to perform on-site mobile drug and alcohol testing services for selected employees for the period from January 1, 2020 through December 31, 2022.

 

The contract On-site Mobile Drug an Alcohol Testing Services will be utilized in circumstances when employees are subject to the District’s random drug testing policy and in post-accident and reasonable suspicion situations when drug testing is required.

 

The District re-advertised Request for Proposal 19-RFP-19R (Re-Bid) On-site Mobile Drug and Alcohol Testing Services, Inc., on August 14, 2019. The original Request for Proposal had one proposal submitted, but that proposal was deemed unresponsive. The Request for Proposal was then re-advertised. Sixty-Six (66) firms were notified and twelve (12) requested proposal documents. The District received three (3) responsive proposals from Acosta Medical Testing Corporation, Alia Drug Testing LLC, and Mobile Health & Testing Services, Inc.

 

The proposals were evaluated by staff from the Human Resources Department and the Procurement and Materials Management Department. The criteria for this evaluation was outlined in Request for Proposal 19-RFP-19R (Re-Bid) and included: understanding of the services to be provided; approach to the work; experience and technical competence; personnel effectiveness; financial stability; compliance with insurance and licensure requirements; and cost.

 

Following the preliminary evaluation of the three (3) proposals, excluding cost, all three proposers were deemed to be finalists and were invited to an interview conducted on October 30 and 31, 2019. On November 5, 2019, a solicitation was sent to the three (3) finalists that participated in the interview process requesting an unqualified “best and final” offer. The “best and final” offers were returned to the Director of Procurement and Materials Management by November 14, 2019.

 

Based on the evaluation of the proposals and interviews, it is recommended that a purchase order be awarded to Mobile Health & Testing Services, Inc. The testing methods used by this vendor to test selected candidates meet well-established testing standards and comply with all federal and state laws. Mobile Health & Testing Services, Inc. is a member of the Minority Supplier Development Council and is a Minority Business Enterprise.

 

The Diversity Section reviewed the request for proposal and concluded that Appendix A and Appendix V would not be applicable since the estimated total expenditures are below $100,000.00.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement per Section 11.4 of the Purchasing Act, to Mobile Health & Testing Services Inc., in an amount not to exceed $43,000.00.  The estimated expenditures are $13,000.00 in 2020, $15,000.00 in 2021, and $15,000.00 in 2022.  Funds for 2020, 2021 and 2022 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
