Report on rejection of bids for Contract 08-716-11, for Services to Maintain and Load Test Emergency Generators in the North Side Service Area  Estimated Cost:  $75,000.00

Dear Sir:

 

On October 4, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Services to Maintain and Load Test Emergency Generators in the North Side Service Area.

 

In response to a public advertisement of November 7, 2007, a bid opening was held on  November 27, 2007.  The sole bid received for this contract is:

 

PATTEN INDUSTRIES                     $60,817.00

 

One hundred eighty-nine (189) companies were notified of this contract being advertised and six (6) companies requested specifications.

 

This contract contained the multi-project labor agreement (MPLA) and the bidder indicated compliance by being signatory to the United Auto Worker 701 Mechanics local.  Local 701 is not a member of the Chicago and Cook County Building and Construction Trades Council and did not comply with MPLA.

 

Based on the above information, Patten Industries has been notified that their bid is considered non-responsive and rejected in the public’s best interest.

 

The Maintenance and Operations Department will discuss with the Law Department if the MPLA should be included or not in the contract prior to reissuing and re-advertising this contract.
