TRANSMITTAL LETTER FOR BOARD MEETING OF JANUARY 22, 2026

COMMITTEE ON REAL ESTATE

Mr. John P. Murray, Executive Director

Title

Authority to issue a 5-year permit to the United States Department of the Interior, U.S. Geological Survey to continue to operate, maintain, and remove a streamflow gauging station on the Summit Conduit outfall located on Main Channel Parcel 35.08 (HASMA) in Summit, Illinois. Consideration shall be a nominal fee of $10.00

Body

Dear Sir:

Since 2006, the District has worked with the Department of the Interior, U.S. Geological Survey (“USGS”) on the maintenance and operation of streamflow gauging stations and rain gauges at various locations in Cook County through a joint funding agreement. These gauging stations provide valuable data that the District uses in the planning and design of capital improvement projects and in its Stormwater Management Program.

As part of this project, the District granted USGS a 5-year permit to install a streamflow gauging station on the Summit Conduit outfall located on Main Channel Parcel 35.08 in Summit, Illinois. Main Channel Parcel 35.08 is the site of the District’s Harlem Avenue Solids Management Area (HASMA). The permit, as extended, expires February 28, 2026.

USGS now requests a new 5-year permit to continue to operate, maintain, and remove the streamflow gauging station at this location. The District’s technical departments have reviewed USGS’ request and have no objections thereto.  A nominal fee of $10.00 is recommended as USGS is a governmental entity utilizing the property in furtherance of a public purpose.

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 5-year permit to the United States Department of the Interior, U.S. Geological Survey to continue to operate, maintain, and remove a streamflow gauging station on the Summit Conduit outfall located on Main Channel Parcel 35.08 (HASMA) in Summit, Illinois. Consideration shall be a nominal fee of $10.00

It is further requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement after it is approved by the General Counsel as to form and legality.

Requested, Susan T. Morakalis, General Counsel, STM:BJD:NOC

Recommended, John P. Murray, Executive Director

Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for January 22, 2026
