Dear Sir:

 

Contract documents and specifications have been prepared for Contract 26-713-11, Scavenger Services at the O’Brien Water Reclamation Plant, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure scavenger services for the O’Brien Water Reclamation Plant. Services include disposal of waste, trash, and debris generated from routine operations at the plant.

 

The estimated cost of this contract is not to exceed $1,423,000.00. The estimated 2026, 2027, 2028 and 2029 expenditures are $203,000.00, $451,500.00, $496,500.00, and $272,000.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because of the specialized nature of the work, which includes the transportation and disposal of material classified as “special waste,” which requires appropriate State of Illinois chemical analysis, licenses, disposal, and site permits.

 

The Affirmative Action Ordinance, Revised Appendix D, will be included in this contract. The type of work to be performed under the contract is classified as “Hauling Services” for establishing utilization goals. The associated Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Veteran Business Enterprise (VBE) individual goals are 20% MBE, 13% WBE, and 3% VBE.

 

The tentative schedule for this contract is as follows:

Bid Opening                                                               March 31, 2026

Award                                                                                    May 7, 2026

Completion                                                               May 31, 2029

 

Funds for 2026 are available in Account 101-67000-612520. Funds for the subsequent years, 2027, 2028, and 2029, are contingent upon the Board of Commissioners' approval of the District's budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-713-11.
