Dear Sir:

 

Contract documents and specifications have been prepared for Contract 23-106-21 Refrigeration Improvements at the Calumet and Egan Water Reclamation Plants. The contract will expire twelve (12) months from award date.

 

The existing refrigeration systems at the Calumet and Egan Water Reclamation Plants are past their useful life. The Calumet refrigeration systems are fifteen (15) years old, inoperable, and obsolete. The Egan refrigeration systems are ten (10) years old and require frequent repairs. Two (2) refrigeration systems will be replaced in the Calumet environmental rooms and four (4) refrigeration units will be replaced in the Egan environmental rooms. Samples stored at the Calumet and Egan environmental rooms require specific and consistent temperatures to assure accurate laboratory results to maintain compliance with the National Pollutant Discharge Elimination System Permits required by the EPA. The environmental rooms are utilized to store various liquid and sludge samples required for regulatory compliance, studies, and monitoring plant operations.

 

The estimated cost of this contract is $365,000.00. The estimated 2023, and 2024 expenditures are $182,500.00, and $182,500.00, respectively.

 

The bid deposit for this contract is $18,250.00.

 

The Multi-Project Labor Agreement will be included in this contract. 

 

The Affirmative Action Ordinance, Revised Appendix D, will be included in this contract.  The type of work to be performed under the contract is within the mechanical category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Veteran-Owned Business Enterprises (VBE) utilization goals. The tailored MBE, WBE, and VBE utilization goals for this contract are: 20 percent MBE, 9 percent WBE, and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Bid Opening                 May 2, 2023

Award                                               June 15, 2023

Completion                   June 15, 2024

 

Funds for the 2023 expenditure, in the amount of $182,500.00, are available in Account 201-50000-645680. The estimated expenditure for 2024 in Account 201-50000-645680 is $182,500.00. Funds for the 2024 expenditure are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 23-106-21.
