Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Schneider Electric Systems USA, Inc., to provide telemetry interference services to the Thorn Creek Diversion Structure, 95th Street Pumping Station, 125th Street Pumping Station at the Calumet Water Reclamation Plant. The pumping station has suffered from communication failures due to physical obstructions interfering with radio transmissions. The telemetry interference services provided by Schneider Electric Systems USA, Inc. will address automation, network obsolescence and cybersecurity of control systems. All products will be delivered, and services will be completed, by December 31, 2024.

 

Schneider Electric Systems USA, Inc., the sole source provider of the proprietary hardware, software, and services required for the project, has submitted prices for the products and services required. Inasmuch as Schneider Electric Systems USA, Inc., is the only source of the products and services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

Schneider Electric Systems USA, Inc., is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement is not applicable due to the nature of the work involved.

 

The Affirmative Action Ordinance, Revised Appendix D and Appendix V are not applicable because Schneider Electric Systems USA, Inc. is the sole provider of these products and services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement with Schneider Electric Systems USA, Inc., in an amount not to exceed $179,134.00.

 

Funds for the 2024 expenditure, in the amount of $179,134.00, are available in Account 101-68000-612600.
