Dear Sir:

 

Request for Proposal documents have been prepared for Professional Environmental Engineering Services for Real Estate at the request of the Law Department. The contract will begin in January 2026 and end December 31, 2028.

 

The purpose of this contract is to engage two engineering firms to provide professional environmental engineering services on an as-needed basis to the Real Estate Division of the Law Department.  Each contract award will be a not to exceed amount of $600,000.00. The scope of work will include environmental auditing, Phase I environmental assessment, Phase II environmental investigation, and other environmental engineering consulting services relating to District real estate and project right-of-way acquisition in accordance with all applicable laws and standards. 

 

The estimated cost for this RFP is $1,200,000.00. The estimated 2026, 2027 and 2028 expenditures are $400,000.00, $400,000.00 and $400,000.00 respectively.

 

No bid deposit is required for this RFP.

 

The Affirmative Action Appendix A is included in this contract.  The Affirmative Action Goals for this RFP are 20% Minority-owned Business Enterprises (MBE), 10% Women-owned Business Enterprises (WBE) and 3% Veteran-owned Business Enterprises (VBE).

 

The tentative schedule for this contract is as follows:

Proposals Received                                          September 19, 2025

Award                                                                                    November 20, 2025

Completion                                                               December 31, 2028

 

Funds for 2026, 2027, and 2028 are contingent upon the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-RFP-18.
