Dear Sir:
On January 22, 2026, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 26-713-11, Scavenger Services at the O’Brien Water Reclamation Plant.
In response to a public advertisement of on March 25, 2026, a bid opening was held on April 21, 2026. The bid tabulation for this contract is:

The quantities specified in the contract documents were used for the purpose of comparing bids and establishing unit prices. The total amount to be expended on this contract, should usage differ from the quantities, is not to exceed $1,423,000.00.
Allied Waste Transportation, Inc. dba Republic Services of Chicago (Republic Services), the lowest responsible bidder, proposes to perform the contract in accordance with the specifications. The estimated cost was $1,423,000.00, placing the bid of $1,075,545.18 approximately 24.4% below the engineer’s estimate.
The Multi-Project Labor Agreement was not included in this contract because of the specialized nature of the work, which includes the transportation and disposal of material classified as “special waste,” which requires appropriate State of Illinois chemical analysis, licenses, disposal, and site permits.
The Affirmative Action Ordinance Revised Appendix D goals for this contract are 20% Minority Business Enterprise (MBE) and 13% Women Business Enterprise (WBE). The goal for Veteran-Owned Business Enterprise (VBE) is 3%.
Republic Services is in compliance with the Affirmative Action Ordinance Revised Appendix D for this contract as indicated in the attached report. The MBE and WBE utilization goals offered for this contract are 20% MBE and 13% WBE. In addition, the bidder offered 0% for VBE goal and requested a waiver which was granted.
The contract will require approximately five (5) people for the services.
The contractors will commence work upon approval of the contractor’s bond and terminate three years thereafter, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 26-713-11 to Republic Services of Chicago, in an amount not to exceed $1,423,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds for the 2026 expenditure, in the amount of $161,000.00, are available in Account 101-67000-612520. The estimated expenditures for 2027, 2028, and 2029 are $350,000.00, $420,000.00, and $492,000.00, respectively, and are contingent on the Board of Commissioners’ approval of the budget for those years.
