Consideration shall be $3,800.00

Dear Sir:
The Illinois Department of Transportation (“IDOT”) is undertaking a project (“Project”) replacing the existing bridge at the intersection of IL Route 83 and 127th Street that traverses Tinley Creek in Alsip, Illinois. The Project includes constructing a new bridge, adding turning lanes on 127th Street, expanding the culvert beneath the bridge, and installing wing walls along Tinley Creek. The Project is expected to commence in Fall 2020 and be completed in two years.
In connection with the Project, IDOT has requested to acquire 0.15± acres of District Cal-Sag Channel Parcel 11.03 located south of the Cal-Sag Channel at the intersection of IL Route 83 and 127th Street in Alsip. IDOT requires this land to relocate the existing public sidewalk and protective guardrail along 127th Street currently located within IDOT’s right-of-way to accommodate the construction of a new right-turn turning lane, and for expanding, maintaining and accessing the culvert and wing walls beneath the bridge.
Parcel 11.03 is one of several parcels along the Cal-Sag Channel leased to Alsip Park District (“Alsip”) under a lease that commenced November 1, 1993 and expires October 31, 2052 for public recreational use, including the construction, operation and maintenance of the Cal-Sag Trail (“Trail’). IDOT has indicated that Alsip has no objection to this purchase request, and that it is coordinating with Alsip to ensure that the use of the Trail on Parcel 11.03 continues throughout the Project. IDOT has indicated that the portion of the Trail located within the IDOT right-of-way will not be accessible during construction, but will be fully restored upon completion of the bridge replacement work. A companion transmittal letter is on today’s agenda seeking approval to amend Alsip’s lease to allow for the surrender of the subject 0.15+ acres.
The District’s technical departments have reviewed this request and have no objections thereto.
IDOT’s appraiser, Sharon Metz-Gohla, MAI, determined that the fair market value of the 0.15± acres to be acquired was $3,800.00.
It is requested that the Executive Director recommend to the Board of Commissioners that it pass the following Orders:
1. That the 0.15± acres of District Cal-Sag Channel Parcel 11.03 located south of the Cal-Sag Channel at the intersection of IL Route 83 and 127th Street in Alsip, Illinois be declared surplus and not needed for corporate purposes, and be sold to IDOT for the Project;
2. That the fair market value of said 0.15± acres be established at $3,800.00;
3. That the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute a Quit Claim Deed after same has been approved by the General Counsel as to form and legality, and that the General Counsel be authorized to execute and deliver all other documents necessary to effectuate this transaction.
