Dear Sir:

 

Request for Proposal (RFP) documents have been prepared for Contract 26-RFP-01, Energy Curtailment Services, at the request of the Maintenance and Operations Department.

 

The purpose of this RFP is to engage a Curtailment Service Provider to support the District’s participation in the PJM Emergency Demand Response Program and to develop a strategy that maximizes financial compensation. The proposed contract term is three (3) years, with an option to extend for an additional three (3) years.

 

Since 1997, the District has actively participated in various curtailment programs that assist the regional grid operator in maintaining reliable system operations. These programs provide significant system benefits, including enhanced frequency regulation, reduced peak-hour energy costs, and the deferral of new generation resources that would otherwise be required to meet short-duration demand spikes during extreme weather events such as high-heat periods or polar vortex conditions. Through its long standing participation, the District has received cumulative compensation exceeding $22 million.

 

There are no direct costs associated with the professional services provided under this proposal. The District receives compensation based on the amount of load reduction it commits to delivering. The selected proposer will, in turn, be compensated through the work it performs in support of the curtailment program.

 

No bid deposit is required for this proposal.

 

Appendix A and Appendix V will not be included, as there are no upfront costs and no practical opportunities for subcontracting for this contract.

 

The tentative schedule for this request for proposal is as follows:

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 26-RFP-01.
