Dear Sir:

 

Contract documents and specifications have been prepared for Contract 20-861-2E, Replacement of Telemetry, Various Locations.

 

The purpose of this contract is to connect fiber infrastructure installed by AT&T to primary reporting sites and various remote sites across the District. The fiber infrastructure will be made redundant by installing a cellular backup system at the primary reporting sites and critical remote sites.

 

The project consists of work at the following locations:

 

Calumet Service Area

Stickney Service Area

Northside Service Area

Main Office Building

 

It is estimated that eight jobs will be created or saved as a result of the award of this contract, with an estimated 2,762 man-hours of skilled trades utilized.

 

The estimated cost for this contract is between $1,710,000.00 and $2,070,000.00. The estimated cost range will be stated in the advertisement for bids.

 

The bid deposit for this contract is $103,500.00.

 

The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 365 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, and VBE utilization goals for this contract are 13 percent MBE, 7 percent WBE and 3 percent VBE.

 

The tentative schedule for this contract is as follows:

Advertise                     March 6, 2024

Bid Opening                     April 9, 2024

Award                     May 16, 2024

Completion                     July 3, 2025

 

Funds in the amount of $1,030,800.00 are available in Account 201-50000-645700 in 2024. Funds in Account 201-50000-645700 in the amount of $769,200.00 for 2025 are contingent upon the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 20-861-2E.
