Dear Sir:
Contract documents and specifications have been prepared for Contract 22-602-21, Underground Storage Tank Improvements at Various Locations, at the request of the Maintenance and Operations Department.
The purpose of this contract is to upgrade eleven (11) underground storage tanks (USTs), fuel dispensing systems, tank monitoring systems, emergency shut-off switches, alarms and related appurtenances at various District facilities to comply with the Office of the Illinois State Fire Marshal regulatory change to the Illinois Administrative Code for Underground Storage Tanks (USTs), which will take effect on October 13, 2028.
The estimated cost for this contract is between $1,197,000.00 and $1,449,000.00. The estimated 2026 and 2027 expenditures are $400,000.00 and $860,000.00, respectively.
The bid deposit for this Contract is $63,000.00.
The Multi-Project Labor Agreement (MPLA) will be included in this contract.
The Affirmative Action Ordinance Revised Appendix D and Appendix V will not be included in this contract due to insufficient numbers of certified MBEs, WBEs, and VBEs available to perform this specialized scope of work.
The tentative schedule for this contract is as follows:

Bid Opening April 28, 2026
Award June 4, 2026
Completion December 31, 2027
Funds for 2026 are available in Account 201-50000-645790. Funds for 2027 are contingent upon the Board of Commissioners' approval of the District's budget for that year.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 22-602-21.
