Authorization for payment to Illinois Association of Wastewater Agencies (IAWA) for 2024/2025 membership dues in the amount of $14,120.00, Account 101-15000-612280

Dear Sir:

 

Authorization is requested to make payment to the Illinois Association of Wastewater Agencies (IAWA) for the District’s 2024/2025 membership dues in the amount of $14,120.00. The term of the District’s membership is September 1, 2024, to August 31, 2025.

 

The IAWA has served the wastewater agencies of Illinois for 100 years. IAWA provides such services as lobbying for wastewater agency concerns in the State of Illinois and technical support for standards before the Illinois Pollution Control Board. IAWA also provides a forum for technical education and assistance in the form of its frequent technical committee meetings and sharing information virtually throughout the year. The District is very active in the IAWA Executive and Technical Committees.

 

With increasing activities related to legislation, imminent regulations, and public attention on PFAS, IAWA created a PFAS Committee comprised of clean water experts to track developments and provide guidance on this issue. In addition, IAWA released a position statement to guide IAWA activities, legislative/regulatory engagement, and communication with the public and leadership regarding PFAS. IAWA also provides quarterly PFAS updates to its member agencies. Over the past year, IAWA representatives have collaborated with District leadership and members of the BOC to discuss polluter pays legislation to ensure that ratepayers and the public at large should not bear the cost of addressing PFAS.

 

Inasmuch as IAWA membership is not available through any other source, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

 

It is hereby recommended that the Board of Commissioners authorize payment, by direct voucher, to the Illinois Association of Wastewater Agencies, in the amount of $14,120.00.

 

Funds are available in Account 101-15000-612280.
