Dear Sir:

 

Request for proposal (RFP) documents have been prepared for 16-RFP-09, Design, Build, Operate and Maintain a Native Plant and Tree Nursery at the Hanover Park Water Reclamation Plant, Fisher Farm at the request of the Maintenance and Operations Department.

 

The purpose of this request for proposal is to solicit and evaluate proposals to establish a nursery for native prairie plant and tree production using the biosolids-based compost now being produced by the District as the growing media. The nursery will demonstrate the viability of using biosolids to the nursery industry and the community at large, as well as the District’s commitment to sustainable practices. Once established, the nursery will provide programs designed to involve and educate the community in biosolids management. The nursery will serve as an ongoing example that biosolids are a resource rather than a waste product.

 

A successful proposal will result in a negotiated design/build construction contract and a five-year operation and maintenance agreement.

 

The estimated cost for this RFP is $2,500,000.00.

 

No bid deposit is required for this RFP.

 

The Multi-Project Labor Agreement (MPLA) will be included in the contract where appropriate.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under this RFP is within the construction category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals. The MBE, WBE, and/or SBE utilization goals for this contract are 20 percent MBE, 10 percent WBE and 10 percent SBE. Appendix A will also be included in this RFP. The type of work to be performed under this contract is within the professional services category for establishing MBE, WBE, and SBE goals for this contract where appropriate. The MBE, WBE, and/or SBE utilization goals for this contract are 20 percent MBE, 10 percent WBE and 10 percent SBE.
