TRANSMITTAL LETTER FOR BOARD MEETING OF NOVEMBER 5, 2026
COMMITTEE ON PROCUREMENT
Mr. John P. Murray, Executive Director
Title
Issue purchase order and enter into an agreement with Trimble Inc. for the Trimble Unity Construct Electronic Project Management System and associated software subscriptions and maintenance services for a five-year period, in an amount not to exceed $2,570,085.60, Account 101-27000-612820, Requisition1661757
Body
Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with Trimble Inc. for the Trimble Unity Construct Electronic Project Management System and associated software-as-a-service subscriptions and maintenance services for a five-year period. This renewal period will cover February 1, 2027, through January 31, 2032.
The Trimble Unity Construct Electronic Project Management System is used by the Engineering Department to manage projects from the design phase through the construction phase. The system is used to process contractor invoices for construction projects, track project schedules and budgets, and produce the District’s Capital Improvement Plan. System data is also shared with the Budget Office to create Engineering project lists and project fact sheets in the Budget Book. The fully hosted renewal includes the Trimble Unity Construct Elite Package with unlimited authorized users, five Trimble Unity Permit Professional packages, five Trimble Unity Maintain Professional packages, custom development maintenance, and escrow services. Subscription pricing is based on average annual capital spending of up to $400 million. The Premium Training Bundle will be removed from the subscription effective February 1, 2027.
Trimble Inc., the sole service provider of the Trimble Unity Construct Electronic Project Management System and associated maintenance services, has submitted prices for the services required. Inasmuch as Trimble Inc. is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
Trimble Inc. is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.
The Affirmative Action Appendix A and Appendix V are not included in this contract because Trimble Inc. is the sole service provider of the Trimble Unity Construct Electronic Project Management System and the requested services do not provide practical or cost-effective opportunities for subcontracting.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order to Trimble Inc., in an amount not to exceed $2,570,085.60.
The estimated expenditures for 2027, 2028, 2029, 2030, and 2031 are $498,803.61, $498,803.61, $498,803.61, $523,743.79, and $549,930.98, respectively. Funds for the 2027 through 2031 expenditures are requested in Account 101-27000-612820 and are contingent on the Board of Commissioners’ approval of the District's budget for those years.
Requested, Sean T. Kelly, Director of Information Technology, STK:CW:cw
Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
Respectfully Submitted, Precious Brady-Davis, Chairperson Committee on Procurement
Disposition of this agenda item will be documented in the official Regular Board Meeting Minutes of the Board of Commissioners for November 5, 2026
