Contract documents and specifications have been prepared for Contract 22-377-2D, Raw Sewage Discharge Pipe Support Modifications for Pumps 1-3, KWRP.
The purpose of this contract is to modify the raw sewage discharge pipe supports for Pumps 1 through 3 within the North Pump Well of the Influent Pumping Station to strengthen and protect the raw sewage pumping systems during thermal and transient loading events. The project also includes miscellaneous repairs to concrete, piping, hydraulic control systems and other items required to maintain reliable long-term operation of the Influent Pumping Station.
The project consists of the following:
1. Demolition and replacement of existing pipe supports for the three 36-inch diameter raw sewage pipelines located within the Influent Pumping Station North Pump Well.
2. Performance of miscellaneous repairs within the Influent Pumping Station North Pump Well, including but not limited to concrete repairs of the wet well wall, replacement of severely corroded drain pump piping, and replacement of hydraulic piping, hoses and appurtenances between the discharge valve actuators and control cabinet.
It is estimated that 24 jobs will be created or saved as a result of award of this contract with an estimated 11,323 man-hours of skilled trades utilized.
The estimated cost for this contract is between $5,168,000.00 and $6,256,000.00. The cost range will be stated in the advertisement for bids.
The bid deposit for this contract is $250,240.00.
The contract specifications require that all work commence 30 calendar days after approval of the contractor’s bond and shall be completed within 740 calendar days after approval of the contractor’s bond. Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.
The Multi-Project Labor Agreement will be included in this contract.
The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE) utilization goals. The MBE, WBE, and VBE utilization goals for this contract are: 20 percent MBE, 10 percent WBE, and 3 percent VBE.

Estimated expenditures for 2025, 2026, and 2027 are $1,136,700.00, $3,912,700.00, and $380,600.00, respectively. Funds for 2025 are available in Accounts 201-50000-645680, 645750. Funds for 2026 and 2027 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 22-377-2D.
