Mr. Brian A. Perkovich, Executive Director
Title
Authority to increase purchase order and amend the agreement with SEECO Consultants, Inc., for professional engineering services for Contract 18-851-3C, Geotechnical Analysis and Sub-Surface Investigation for Construction Projects in an amount of $140,000.00, from an amount of $372,101.53, to an amount not to exceed $512,101.53, Account 201-50000-612240, Purchase Order 3100988
Body
Dear Sir:
On June 21, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management to issue a purchase order and enter into an agreement with SEECO Consultants, Inc., for professional engineering services for Contract 18-851-3C, Geotechnical Analysis and Sub-Surface Investigation for Construction Projects, in an amount not to exceed $460,000.00.
As of June 16, 2023, the attached list of change orders has been approved.
Original Contract Amount $460,000.00
Date of Board Approval 6/21/2018
Cumulative Change Order (6/16/23) ($87,898.47)
% Change of Original Contract Value (19.11%)
Current Contract Value $372,101.53
Requested Increase $140,000.00
New Contract Value $512,101.53
% Change of Current Contract Value 37.62%
Total % Change of Original Contract Value 11.33%
The reason for the requested change order is to enable SEECO Consultants, Inc., to perform additional soil borings, lab testing, and engineering analyses and to provide geotechnical reports for Engineering Department projects. The reports provide geotechnical recommendations for proposed construction. There are several projects in the design phase that need the geotechnical information to proceed. The Engineering Department is in the process of developing a new contract for this work for 2023 - 2025 and the change order will allow geotechnical analyses to continue until the District enters into the new agreement.
This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase the purchase order and amend the agreement in an amount of $140,000.00 (37.62% of the current contract value), from an amount of $372,101.53.00, to an amount not to exceed $512,101.53.
Funds are available in Account 201-50000-612240.
Requested, Catherine A. O’Connor, Director of Engineering, GR:YML
Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management
Respectfully Submitted, Marcelino Garcia, Chairman Committee on Procurement
