Dear Sir:
 
Monarch Asphalt Company ("Monarch") leased 1.99 acres on District real estate (North Shore Channel Parcel 6.06 and 6.07) under a lease that commenced on April 15, 1960 and expired on April 14, 2010.  Oakton-McCormick LLC leased an adjoining 2.52 acres of District land (North Shore Channel Parcel 6.11) under a lease that commenced on January 1, 2001 and expired on December 31, 2010.  Tenants are entities owned by the same principals and these adjoining sites comprise 4.51 acres and are used together for the operation of an asphalt plant and ancillary operations thereto.  
 
On March 18, 2010, the Board approved the issuance of a 33-month Permit to Monarch for the continued use of the 4.51 acres.  Under the Permit, Monarch has been paying $18,008.43 per month, or $216,101.16 annually.  The Permit was issued for the sole and exclusive purpose of performing environmental site assessment and remediation work, the winding down of an asphalt plant, vacating the premises and ancillary operations thereto.  
 
A one-year permit extension is being recommended to allow Monarch to continue to wind down its operations and remediate the site.  
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a one-year permit extension to Monarch Asphalt Company on approximately 4.51 acres of District real estate located at 3219 Oakton Street, Skokie, Illinois; North Shore Channel Parcels 6.06, 6.07 and 6.11.  Consideration shall be $216,101.16.  
 
It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit extension agreement after it is approved by the General Counsel as to form and legality.
