Authorization is requested to enter into an Intergovernmental Agreement (IGA) with the Lake County Forest Preserve District (LCFPD) and Village of Buffalo Grove (Village) for Contract 13-370-3F, Buffalo Creek Reservoir Expansion, with payment to the LCFPDC in an amount not to exceed $147,899.00.
On April 3, 2014, the Board of Commissioners authorized the District to negotiate an IGA with LCFPD and the Village to expand floodwater storage capacity of the Buffalo Creek Reservoir (BCR). The construction cost for this project is estimated to be $19.8 million. The project will provide an additional 180 acre-feet (58,650,000 gallons) of flood storage, protect 107 structures, and provide in excess of $25 million in flood relief benefits. The District, LCFPD and the Village have agreed in principle to the terms of the IGA, which includes a payment of $147,899.00 from the District to LCFPD for reimbursement of preliminary design costs incurred by LCFPD prior to the District’s involvement in this project. LCFPD originally contemplated improving the recreational aspects at Buffalo Creek Reservoir prior to discussions with the District to expand the reservoir. The preliminary design work previously completed by LCFPD has been utilized by the District and incorporated into the plans and specifications prepared by the District. Payment to the LCFPD will be made within 30 days of executing the IGA. The District will construct the recreational improvements as compensation to LCFPD to allow for expansion of BCR.
Based on the foregoing, it is requested that the Board of Commissioners grant authority to enter into an IGA with the LCFPD and the Village, and make payment by direct voucher to the LCFPD in an amount not to exceed $147,899.00. It is further requested that the Chairman of the Committee on Finance, the Executive Director, and the Clerk be authorized to execute said agreement on behalf of the District, as well as any documents necessary to effectuate the transaction and conveyance, upon approval by the Director of Engineering as to technical matters and by the General Counsel as to form and legality.
