Dear Sir:

 

Contract documents and specifications have been prepared to provide inspection, maintenance, and repair of lysimeters located at various biosolids drying sites, and groundwater monitoring wells at various locations within the Tunnel and Reservoir Plan (TARP) system. This contract begins approximately January 1, 2022 and ends on December 31, 2023.

 

The purpose of this contract is to maintain the functionality of all lysimeters and TARP groundwater monitoring wells for the collection of groundwater samples in order to provide water monitoring data to the Illinois Environmental Protection Agency, fulfilling regulatory requirements for drying biosolids and TARP operations. The District does not have the expertise to perform the above service.

 

The estimated cost for this contract is $36,000.00. The estimated 2022 and 2023 expenditures are $18,000.00 and $18,000.00, respectively.

 

A bid deposit is not required for this contract.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because the estimate is less than the minimum threshold established by Section 4 of the Affirmative Action Ordinance.

 

The tentative schedule for this contract is as follows:

Advertise                     August 11, 2021

Bid Opening                August 31, 2021

Award                               November 4, 2021

Completion                  December 31, 2023

 

Funds for years 2022 and 2023 will be budgeted in Account 101-16000-612490 and are contingent on the Board of Commissioners’ approval of the District’s budget for those years. 

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 22-101-11.
