Dear Sir:
Contract documents and specifications have been prepared for Contract 25-612-21, Roof Replacement and Rehabilitation at various locations, at the request of the Maintenance and Operations Department.
The purpose of this contract is to replace and rehabilitate roofs at various locations throughout the District’s service area. The contract will also include the installation of a green roof on the East Scale House at the Calumet Solids Management Area. There will be three groups: Group A for the Stickney Service Area, Group B for the Calumet Service Area, and Group C for the North Service Area. Separate contracts could be awarded for each group.
The estimated cost for this contract is between $3,895,000.00 and $4,715,000.00. The estimated 2025, 2026, and 2027 expenditures are $3,000,000.00, $1,000,000.00, and $100,000.00, respectively.
The Multi-Project Labor Agreement (MPLA) will be included in this contract.
The Affirmative Action Ordinance Revised Appendix D, and Appendix V, will be included in this contract. The type of work to be performed under the contract is within the “General Construction” category for establishing utilization goals for Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE), and Veteran-owned Business Enterprises (VBE). The individual goals for this contract are 20% MBE, 10% WBE, and 3% VBE.

Completion December 31, 2027
Funds are available in 2025 in Account 201-50000-645780. Funds for the subsequent years, 2026 and 2027, are contingent upon the Board of Commissioners’ approval of the District’s budget for those years.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 25-612-21.
