Dear Sir:

 

On November 1, 2007, the Board of Commissioners passed an order directing the Purchasing Agent to advertise for bids for Tuckpointing and Rehabilitation of Buildings in the Stickney and North Side Service Areas.

 

In response to a public advertisement of December 12, 2007, a bid opening was held on  January 29, 2008.  The sole bid received for this contract is:

 

GROUP A

RESTORE MASONRY, LLC                     $938,270.00

 

GROUP B

RESTORY MASONRY, LLC                     $421,720.00

 

Four hundred sixty (460) companies were notified of this contract being advertised and twenty-two (22) companies requested specifications.

 

The Purchasing Agent has reviewed the bidders’ list for this contract, and is satisfied that the market for this service has been adequately solicited.  A planholders’ survey revealed the following reasons for firms not bidding:  companies have too much work at the moment, did not attend the mandatory pre-bid meeting, and planning to do work on contract as sub-contractor.  In light of these findings, the Purchasing Agent is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.

 

Restore Masonry, LLC, has executed the Multi-Project Labor Agreement certificate as required.  The trades anticipated to be utilized on this contract are Laborers, Carpenters, Cement finishers, Bricklayers, and Painters.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

Restore Masonry, LLC,  the lowest responsible bidder, is proposing to perform this contract, all in accordance with our specifications.  The estimated cost for Group A and Group B of this contract was $1,365,000.00, placing the total bid of $1,359,990.00, approximately equal to this estimate.  The bidder is in compliance with Revised Appendix D as indicated on the attached report.  The protected class utilization provided for this contract is 20 percent MBE, 10 percent WBE, and this bidder offers MBE participation to meet the SBE goal.

 

In view of the foregoing, it is recommended that this contract be awarded to Restore Masonry, LLC, in an amount not to exceed $1,359,990.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Purchasing Agent.  Funds are available in Account 101-67000, 69000-612680.
