Dear Sir:

 

Approval is requested to issue a purchase order and enter into an agreement with Weiss Architects, LLC for professional architectural services for Contract 07-165-2C, Updated Space Utilization Study for MOB and MOBA.

 

The space study will compile, analyze and report on existing space use by personnel in MOB and MOBA, update computer generated floor plans, determine staffing and spatial needs for the years 2009, 2011, and 2013.  Organizational and adjacency charts will be prepared.  Blocking and stacking diagrams will indicate possible reorganization of departments for better use of the space and higher efficiency within departments.

 

The completion date of the consultant work is anticipated for December 2008.  There are no provisions to extend the agreement. This work includes the preliminary design reports and development of the concept plans.

 

The request to negotiate with Weiss Architects, LLC, as a sole-source provider, dated August 28, 2007, has been approved.

 

Weiss Architects, LLC, was selected by the Engineering Department to provide the necessary professional architectural services because of their strong background in space studies.  They originally provided a previous report in 2003.

 

The level of effort for the work requires approximately 2,500 man-hours. The estimated average payroll rate for the prime consultant for the term of the agreement is $37.02/hour.

 

The components of the total fee are as follows:

The Affirmative Action Section has reviewed the request for a waiver on affirmative action due to the unique nature of this agreement and has concluded that Weiss Architects, LLC, shall be granted a waiver from the District’s Affirmative Action Policy.

 

Funds for the required work are available in Account 201-50000-601410, Capital Improvements Bond Fund.

 

Mr. Steven Weiss, Architect, who will serve as the project manager, is an architect possessing a high degree of professional architectural skill and experience in the firm of Weiss Architects, LLC.  In as much as the firm of Weiss Architects, LLC and Mr. Weiss of that firm are possessed with a high degree of professional skill, it is recommended that the purchase order be issued without advertising, per Section 11.4 of the Purchasing Act.

 

In view of the foregoing, it is recommended that the Purchasing Agent be authorized to issue a purchase order to Weiss Architects, LLC in an amount not to exceed $260,000.00.
