Dear Sir:
On March 21, 2024, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 24-416-11, Operating Engineering and Related Trade Services To the Main Office Building Complex.
In response to a public advertisement of May 8, 2024, a bid opening was held on June 4, 2024. The bid tabulation for this contract is:

A review by the General Administration Department revealed that ABM Industry Groups, LLC (ABM) did not comply with the Qualification Section on pages P-7 and P-8 of the contract documents. The bidder is required to be a licensed and bonded mechanical HVAC contractor in order to meet the qualifications. Therefore, the bid submitted by ABM is considered non-responsive and rejected for not having the required license. The Director of Procurement and Materials Management has informed ABM of this action.
The Stone Group, Inc. (Stone Group), the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract is $4,000,000.00, placing the bid of $4,104,595.44, approximately 2.6 percent above the estimate.
The Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) goals for this contract are 2 percent MBE and/or WBE.
Stone Group is in compliance with the Affirmative Action Ordinance Revised Appendix D as indicated on the attached report. The Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) utilization goals for this contract are 3 percent MBE and 0 percent WBE.
Stone Group has executed the Multi-Project Labor Agreement (MPLA) certificate as required. It is anticipated that the following construction trades will be utilized on this contract: plumbers, operating engineers, pipefitters, and laborers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The contract will require approximately four (4) full-time people for the services. Part-time supplemental labor will be used as needed during the contract period.
The contract shall commence upon approval of the contractor’s bond and shall be completed thirty-six (36) months thereafter, or upon expenditure of available funds, whichever occurs sooner.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 24-416-11 to The Stone Group, Inc., (Stone Group), in an amount not to exceed $4,104,595.44, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds for the 2024 expenditure, in the amount of $339,433.00, are available in Accounts 101-15000- 612370/612390. The estimated expenditures for 2025 are $1,367,684.00, for 2026 are $1,367,684.00, and for 2027 are $1,029,794.44. Funds for the 2025, 2026, and 2027 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
