Dear Sir:

 

Authorization is requested to issue a purchase order and enter into an agreement with Christopher B. Burke Engineering, Ltd. (CBBEL) for professional engineering services for Contract 11-186-3F, Final Design for Addison Creek Reservoir.

 

On August 11, 2011, the Board of Commissioners approved issuance of a purchase order to CBBEL to perform preliminary engineering for Addison Creek Reservoir.  In May 2015, CBBEL’s preliminary engineering work indicated that the construction of the Addison Creek Reservoir in Melrose Park was technically feasible, however, the cost of the project significantly increased due to construction techniques necessary to mine the rock at the Melrose Park site.  Subsequently, the Engineering Department received approval from the Board of Commissioners on May 7, 2015, to study an alternative reservoir location in Bellwood.  CBBEL determined an approximately 600 acre-foot reservoir located north of Washington Boulevard and east of Addison Creek would provide comparable benefits as the reservoir considered in Melrose Park at a cost savings of approximately $13 million.   Attached for you reference is an exhibit showing the location of the proposed reservoir and related channel improvements.

 

In addition to providing flood control benefits, this reservoir will serve as compensatory storage for channel improvements along Addison Creek.  Based on the preliminary engineering results, the estimated cost to construct the Addison Creek Reservoir and accompanying channel improvements is approximately $158 million.  When combined, the benefits for these projects are $116 million with approximately 2,200 properties receiving relief from flooding damages.

 

CBBEL has submitted a proposal in the amount of $2,012,213.30 for professional services to prepare the final design documents for the above captioned project. The Engineering Department reviewed the proposal and found it to be acceptable. Retaining CBBEL to perform the final design for Addison Creek Reservoir represents the most efficient manner to provide the required professional services given their previous work with this project. Design of this project requires personnel with a high degree of competence and experience in design of flood control improvements. 

 

The time allowed for services to be performed under this agreement is 370 days from the date the contract is awarded. There are no provisions in the agreement for extension of time except for such reasonable period as may be agreed upon between parties.

 

Deliverables to be provided under this agreement include:

It is estimated that over 59 persons will be working on the contract at various times with an anticipated total of 15,016 man-hours.  The average payroll rate will be approximately $52.60.

 

CBBEL shall be paid an hourly rate based on the direct labor rate in effect for the year the work is performed, times an overall multiplier of 2.5326, plus reimbursable direct costs, up to a total amount not to exceed $2,012,213.30.

The firms Infrastructure Engineering, Inc., Material Service Testing, Inc. P.C., Ward Environmental Services Inc., Primera Engineers, Ltd., and American Surveying & Engineering, P.C. are Minority-Owned Business Enterprises/Small Business Enterprises (MBE/SBE).  The firms Raimonde Drilling Corp., O’Brien & Associates, Inc., Cotter Consulting, Inc., and Cushing and Company are Women-Owned Business Enterprises/Small Business Enterprises (WBE/SBE).  All MBE/SBE and WBE/SBE firms will actively participate in providing services for the core elements required by the agreement.

 

The agreement shall be subject to the approval of the Law Department as to form and legality and the Diversity Section for compliance with the District’s Affirmative Action Policy.

 

Inasmuch as the firm of CBBEL possesses a high degree of professional skill, it is recommended that the Director of Procurement and Materials Management be authorized to issue a purchase order and enter into an agreement without advertising, per Section 11.4 of the Purchasing Act, in an amount not to exceed $2,012,213.30.

 

Funds are available in Account 401-50000-612450.
