Authority to advertise Contract 21-646-51, Small Streams Maintenance in Cook County, Illinois, estimated cost $4,550,000.00, Account 501-50000-612620, Requisition 1544167

Dear Sir:

 

Contract documents and specifications have been prepared for Contract 21-646-51, Small Streams Maintenance in Cook County, Illinois, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to remove debris and blockages to maintain flow in the various small streams in Cook County, Illinois.

 

The estimated cost for this contract is not-to-exceed $4,550,000.00. The estimated 2021 and 2022 expenditures are $1,950,000.00 and $2,600,000.00 respectively.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The types of work to be performed under the contract are within the “Miscellaneous Building Construction,” and "Excavation" categories for establishing Protected Class Enterprises (PCE) utilization goals. The associated PCE utilization goals, for this contract, are 20% Minority Business Enterprises (MBE), 9% Women’s Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).

 

It is anticipated that this contract will employ approximately 10 personnel.

 

The tentative schedule for this contract is as follows:

Advertise                                          September 30, 2020

Bid Opening                                          October 27, 2020

Award                                                               December 3, 2020

Completion                                          December 31, 2022

 

Funds are being requested in 2021, in Account 501-50000-612620, and are contingent on the Board of Commissioners’ approval of the District’s budget for that year. Funds for the subsequent year, 2022, are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 21-646-51.
