Authority to advertise Contract 27-690-11, Beneficial Reuse of Biosolids from LASMA and CALSMA, estimated cost $31,648,000.00, Accounts 101-68000/69000-612520, Requisitions 1661517 and 1663201

Dear Sir:

 

Contract documents and specifications have been prepared for Contract 27-690-11, Beneficial Reuse of Biosolids from LASMA and CALSMA, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to transport semi-dry biosolids and centrifuge cake from various District sites and apply the biosolids to agricultural land for a two-year period. There will be three groups: Group A for LASMA, Group B for CALSMA, and Group C for low solids from LASMA Lagoon 29. Separate contracts could be awarded for each group.

 

The estimated cost for this contract is $31,648,000.00. The estimated 2027, 2028, and 2029 expenditures are $10,259,000.00, $15,824,000.00 and $5,565,000.00, respectively.

 

The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance Revised Appendix D will be included in Groups A and B of this contract. The work to be performed under the contract is classified as “Hauling Services”. The associated utilization goals for Groups A and B are 20% Minority Business Enterprises (MBE) and 13% Women Business Enterprises (WBE). The Affirmative Action Ordinance Revised Appendix D will not be included in Group C because there is an insufficient number of firms available to perform the required scope of work.

 

The tentative schedule for this contract is as follows:

Bid Opening                       December 15, 2026

Award                                                               January 21, 2027

Completion                                          February 28, 2029

 

Funds for 2027, 2028, and 2029 are being requested in Accounts 101-68000/69000-612520 and are contingent upon the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 27-690-11.
