Dear Sir:

 

On March 3, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-673-11, Heavy Equipment Repairs at Various Locations.

 

In response to a public advertisement of May 4, 2016, a bid opening was held on May 24, 2016.  The bid tabulation for this contract is:

                     

GROUP A:  CALUMET SERVICE AREA

STEVENSON CRANE SERVICE, INC.                     *$125,100.00

 

GROUP B:  STICKNEY, LASMA, CALSMA

STEVENSON CRANE SERVICE, INC.                      $617,650.00

Two hundred sixty-four (264) companies were notified of this contract being advertised and twelve (12) companies requested specifications.

 

A review of the sole bid, submitted by Stevenson Crane Service, Inc., revealed that the bid for Group A is approximately 38 percent over the estimate and is considered too high for an award.

 

In addition, Stevenson Crane Service, Inc., failed to provide participation goals for MBE and SBE.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract, Group B only, are 20 percent MBE, 9 percent WBE, and 10 percent SBE.  The MBE/WBE/SBE attainments submitted by the bidder are 0 percent MBE, 11 percent WBE and 0 percent SBE and the bidder did not request a waiver.

 

As a result, the bid submitted by Stevenson Crane Service, Inc., is considered non-responsive and rejected in accordance with the Affirmative Action, Revised Appendix D, Section 13, (a) (ii).  It states that the Director shall declare the bid submission non-responsive if a bidder failed to commit in its Utilization Plan to MBE, WBE and SBE participation equal to or greater than each of the utilization contract goals, unless the bidder submitted with its bid a request for a total or partial waiver of the goals.  The Director of Procurement and Materials Management has notified Stevenson Crane Service, Inc., of this action.

 

The contract will be reviewed and re-advertised as soon as possible.
