Dear Sir:
On December 1, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 17-135-3V Roof Replacement of the Lue-Hing M&R Complex, Stickney Water Reclamation Plant, to IHC Construction Companies, L.L.C. in an amount not to exceed $10,909,000.00, plus a five (5) percent allowance for change orders in an amount of $545,450.00, for a total amount not to exceed $11,454,450.00. The scheduled contract completion date is June 23, 2026.
As of May 22, 2026, the attached list of change orders has been approved.

An extra in the amount of $2,734.69 is requested to address additional masonry work required near the East Pedestrian Tunnel at the Lue Hing M&R Complex. Upon removal of the outer three wythes of masonry, it was determined that two additional wythes of masonry required removal and replacement to properly terminate flashings and provide watertight conditions. The contractor submitted cost proposal (CO-62) for an extra in the amount of $2,734.69 and a credit in the amount of $0.00, for a net extra in the amount of $2,734.69. The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence CO62, that the Engineering Department would recommend its approval.
This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed and is in the best interest of the District.
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 17-135-3V in an amount of $2,734.69 (0.02% of the current contract value), from an amount of $11,901,090.72, to an amount not to exceed $11,903,825.41.
Funds are available in Account 401-50000-645780.
