Dear Sir:
 
Contract documents and specifications have been prepared for Contract 10-046-3P Battery D - Aeration Tank No. 8, North Side Water Reclamation Plant.
 
The purpose of this project is to provide improved reliability and treatment capacity for Aeration Battery D at the North Side Water Reclamation Plant. In particular the additional aeration tank will provide the capacity for increased ammonia reduction during high plant flow rates.
 
The project consists of the following:
1.      Construction of Aeration Tank No. 8 to Battery D, including the addition of air diffusion systems.
2.      Construction of the Lower Service Gallery Extension, including the extension of process air piping, HVAC, water lines, and electrical service and an egress structure.
3.      Furnishing and installing piping extensions to the potable and effluent water lines.
4.      Relocation and reconstruction of a service roadway.
5.      Re-grading and landscaping of a portion of the western screening berm.
6.      Providing drainage improvements on the western border of the plant property adjacent to the Hamlin Park site.
7.      Furnishing and installing security fencing.
 
The estimated cost for this contract is $8,446.000.00.
 
The bid deposit for this contract is $338,000.00.
 
The contract specifications require that all work shall be completed within 430 calendar days after approval of the contractor's bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $500.00 for each calendar day that the contractor is in default of the time specified time for completion of the entire work.
 
The Multi-Project Labor Agreement will be included in this contract.
 
Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the "General Construction" category for establishing PCE utilization goals. The PCE utilization goals for this contract are 20% Minority Business Enterprises (MBE), 10% Women's Business Enterprises (WBE), and 10% Small Business Enterprises (SBE).
 
The tentative schedule for this contract is as follows:

Award      July 24, 2012
Completion       September 28, 2013
 
Funds are available in Account 401-50000-645650
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 10-046-3P.
