Dear Sir:
 
Request for Proposal (RFP) documents have been prepared for an Independent Facilitator for a User Charge Blue Ribbon Panel, at the request of the Monitoring and Research Department's Industrial Waste Division.
 
The purpose of this contract is to provide consulting services for an independent facilitator to lead a Blue Ribbon Panel consisting of MWRD representatives and industry stakeholders to examine and recommend improvements to the User Charge Ordinance and User Charge rate calculations.
 
The estimated cost for this RFP is $50,000.00.
 
A bid deposit is not required for this RFP.
 
The anticipated completion date of the Contract is October 31, 2012.
  
Appendix A will not be included due to the scope of work performed under this RFP.
