Title

Authority to issue a 5-year permit to the U.S. Geological Survey to continuing using 5-square feet of Main Channel Parcel 35.08 (HASMA) to operate and maintain a stream gauging station near the Summit Conduit outfall located along the north bank of the Main Channel, east of Illinois Route 171 (1st Avenue) and west of Harlem Avenue in Summit, Illinois.  Consideration shall be a nominal fee of $10.00

Dear Sir:

 

Since March 17, 2011, the District’s Board of Commissioners has authorized the issuance of a 5-year permit to the United States Department of the Interior, U. S. Geological Survey (“USGS”) to use 5-square feet of District property near Joliet Road and West Lawndale Avenue in Summit, Illinois, on Main Channel Parcel 35.07 to operate and maintain a stream gauging station at the inlet structure of the Summit Conduit in Summit, Illinois.  The Permit, as extended, expires February 28, 2021.

 

During the District’s project to rehabilitate the Summit Conduit, the stream gauging station was relocated to the Summit Conduit outfall on Main Channel Parcel 35.08 in Summit, Illinois. The current permit contained provisions allowing for such removal of the gauge during the District’s project.  Main Channel Parcel 35.08 is the site of the District’s Harlem Avenue Solids Management Area (HASMA).  USGS has requested a new 5-year permit to continue using Main Channel Parcel 35.08 to operate and maintain the stream gauging station near the Summit Conduit outfall.  USGS has advised the District that it receives a more accurate reading during higher flow events with the stream gauge in this new location on the discharge side of the conduit.

 

The District’s technical departments have reviewed USGS’ request and have no objections thereto.  A nominal fee of $10.00 is requested as is customary for public agencies using District land for a public purpose.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 5-year permit to the U.S. Geological Survey to continuing using 5-square feet of Main Channel Parcel 35.08 (HASMA) to operate and maintain a stream gauging station near the Summit Conduit outfall located along the north bank of the Main Channel, east of Illinois Route 171 (1st Avenue) and west of Harlem Avenue in Summit, Illinois.  Consideration shall be a nominal fee of $10.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit agreement after it is approved by the General Counsel as to form and legality.
