Title: Report on Government Finance Officer’s Association Distinguished Budget Award for the 2007 Budget

TRANSMITTAL LETTER FOR BOARD MEETING OF FEBRUARY 21, 2008

COMMITTEE ON BUDGET & EMPLOYMENT

Mr. Richard Lanyon, General Superintendent

Title

Report on Government Finance Officer’s Association Distinguished Budget Award for the 2007 Budget

Body

Dear Sir:

The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Distinguished Budget Presentation Award to the District for the 2007 Budget. This is the highest form of recognition in governmental budgeting.

To receive this award, governments submit their budget document for review by a panel of independent budget experts. Using detailed criteria, the reviewers evaluate the effectiveness of the budget as a policy document, a financial plan, an operations guide and a communications device. Award winning documents must be rated “Proficient” in all four categories. This is the twenty-third consecutive year that the District has received this prestigious award.

Participation in the GFOA Budget Award program has led to many improvements in budgeting procedures and fosters better decision making. It has also been instrumental in the publication of a budget document that clearly presents the District’s objectives, accomplishments and financial plans to our constituents and the general public.

The Government Finance Officers Association is a nonprofit professional association serving government finance professionals throughout North America.

Respectfully Submitted, Eileen McElligott, Administrative Services Manager
