Dear Sir:
Authorization is requested to issue a direct voucher payment to the Water and Wastewater Leadership Center for one (1) employee to attend a 10-day residential leadership development program in Chapel Hill, North Carolina, in an amount not to exceed $14,275.00.
The 2023 Water and Wastewater Leadership Center’s program will take place March 12 - 23, 2023. The application deadline is December 9, 2022, and tuition must be paid in full by January 20, 2023. The tuition cost is $14,275.00 upon acceptance to the program. The costs cover materials, curriculum and instruction, twelve-night residential accommodations, 26 meals, and access to a comprehensive online resource center.
Several agencies joined together to create an intensive program to equip leaders in the water sector with tools to support their water and wastewater utilities. The National Association of Clean Water Agencies (NACWA), the Association of Metropolitan Water Agencies (AMWA), the American Water Works Association (AWWA), the Water Environment Federation (WEF), and the National Association of Water Companies (NAWC) and the American Public Works Association (APWA) developed a joint venture to create the Water and Wastewater Leadership Center for utility leaders.
For two decades, the Leadership Center has welcomed leaders and management executives from across the United States to participate in an immersive program focused on leadership development. While at the Leadership Center, attendees not only participate in leadership and management courses but also train in building their capacity to assist their organizations to meet the future needs of the public. Participants learn to enhance their ability to make decisions; develop strategic thinking skills; provide leadership during challenging situations; understand the changing global economic environment; effective communication tactics and broaden their understanding of the evolving wastewater utility industry and its changing business environment.
As the Water and Wastewater Leadership Center is the sole source for this training program and is not available through any other means, it is requested that attendance and payment be approved without competitive bidding in accordance with Section 11.4 of the Purchasing Act.
In view of the foregoing, it is recommended that the Board of Commissioners authorize payment, by direct voucher, to the Water and Wastewater Leadership Center in an amount not to exceed $14,275.00.
Funds are available in Account 101-25000-601100 and are contingent on the Board of Commissioners’ approval of the District’s budget for 2023.
