Dear Sir:
On May 4, 2023, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 22-875-1S, Television Inspection and Recording of Sewers and Manholes at Various Locations.
In response to a public advertisement of June 7, 2023, a bid opening was held on July 25, 2023. The bid tabulation for this contract is:
NATIONAL POWER RODDING CORPORATION $7,525,000.00
The Director of Procurement and Materials Management has reviewed the bidders’ list for this contract and is satisfied that the market for this service has been adequately solicited. A planholders’ survey revealed the following reasons for not bidding: the scope of work is outside their normal services for this type of work, and sewer diameters are too large and they cannot perform the service. In light of these findings, the Director of Procurement and Materials Management is of the opinion that the bid received is a fair and reasonable price, and nothing would be gained by rejecting the sole bid and re-advertising this contract.
National Power Rodding Corporation, the sole bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract ranges from $4,560,000.00 to $5,520,000.00, placing their bid of $7,525,000.00 approximately 36 percent above the high end of the estimate.
The Minority-Owned Business Enterprise (MBE), Women-Owned Business Enterprise (WBE), and Veteran-owned Business Enterprise (VBE) utilization goals for this contract are: 12% MBE and/or WBE and 3% VBE.
National Power Rodding Corporation is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report. The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Veteran-owned Business Enterprise (VBE) utilization goals for this contract are 0% MBE, 12% WBE and no participation for VBE.
National Power Rodding Corporation has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: sewer and tunnel miners. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The contract will require approximately five (5) people for the services.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 22-875-1S to National Power Rodding Corporation, in an amount not to exceed $7,525,000.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
The Contract will commence upon approval of the Contractor’s Bond and the work completed within 1095 calendar days.
Funds for the 2023 expenditure, in the amount of $200,000.00, are available in Account 101-50000-612240. The estimated expenditure for 2024 is $2,600,000.00, and for 2025 is $2,600,000.00, and for 2026 is $2,125,000.00. Funds for the 2024, 2025, and 2026 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
