Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with Thermo LabSystems Inc. to conduct a redeployment of SampleManager software platform for the Laboratory Information Management System (LIMS) to the most current version. This purchase order will expire on December 31, 2027.
The District’s current SampleManager 10.2 software platform for LIMS is over twenty years old, and the application and platform are no longer supported. The LIMS is a mission-critical enterprise system used by the District’s laboratories to manage the full lifecycle of analytical testing, sample tracking, data integrity, quality assurance, regulatory reporting and distribution of results of District operations. The redeployed SampleManager platform will ensure the District maintains a fully supported, secure, and sustainable LIMS platform capable of meeting ongoing regulatory, operational, and data management needs, as well as integrating with key District enterprise systems.
Thermo LabSystems Inc., the sole service provider for the LIMS application, has submitted prices for the redeployment services required. Inasmuch as Thermo LabSystems Inc. is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
Thermo LabSystems Inc. is registered and in good standing with the State of Illinois.
The Multi-Project Labor Agreement (MPLA) is not applicable, because the classification of work does not fall under the provision of the MPLA.
The Affirmative Action Ordinance is not included, because Thermo LabSystems Inc. is the sole provider for the LIMS application and redeployment services.
In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to issue said purchase order to Thermo LabSystems Inc. in an amount not to exceed $634,628.22.
Funds for the 2026 expenditure, in the amount of $440,000.00, are available in Accounts 101-16000-612430, 612820, and 634820. The estimated expenditure for 2027 in Account 101-16000-612430 is $194,628.22. Funds for the 2027 expenditure are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
