Dear Sir:
On July 14, 2022, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 21-262-3S, Calumet 18E Relief Connecting Structure & Sewer Work, CSA
In response to a public advertisement of August 10, 2022, a bid opening was held on October 11, 2022. The bid tabulation for this contract is:
RAUSCH INFRASTRUCTURE, LLC $2,817,700.00
IHC CONSTRUCTION COMPANIES, LLC $3,396,000.00
JOHN BURNS CONSTRUCTION COMPANY $4,004,000.00
PAN-OCEANIC ENGINEERING CO., INC. $4,073,326.74
Rausch Infrastructure, LLC, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost range for this contract is $2,365,700.00 to $2,863,800.00, placing their bid of $2,817,700.00 within the cost range of the estimate.
Rausch Infrastructure, LLC, has executed the Multi-Project Labor Agreement (MPLA) Certificate as required. It is anticipated that the following trades will be utilized on this contract: carpenters, cement workers/masons, iron workers, laborers, operating engineers, truck drivers, pile drivers and skilled workers. The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
The Affirmative Action Revised Appendix D goals are 20% Minority-owned Business Enterprises (MBE) and/or Women-owned Business Enterprises (WBE), 10% Small Business Enterprises (SBE) and 3% Veteran-owned Businesses (VBE).
Rausch Infrastructure, LLC, is in compliance with the Affirmative Action Ordinance, Revised Appendix D and Appendix V as indicated on the attached report. The bidder has committed to the following utilization goals for this contract: 20 percent MBE/WBE and 10 percent SBE participation. Bidder provided 3 percent for VBE participation.
The contract will require approximately thirteen (13) people for the services.
The contractor shall commence the work 30 calendar days after approval of the contractor’s bond and complete the work within 365 days thereafter.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 21-262-3S to Rausch Infrastructure, LLC, in an amount not to exceed $2,817,700.00, plus a five (5) percent allowance for change orders in an amount of $140,885.00, for a total amount not to exceed $2,958,585.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
Funds are available in Account 401-50000-645600.
