Dear Sir:
Authorization is requested to issue a purchase order and enter into an agreement with Commonwealth Edison Company (ComEd) for construction services to install and remove temporary 34.5 kV feeders and install permanent 34.5 kV feeders, at the North Side Water Reclamation Plant (WRP). This purchase order will expire on October 3, 2009.
ComEd’s work is required in order to allow the removal of the incoming 34.5 kV switchyard isolation switching structure, at the North Side WRP, under Contract 02-013-3E, which was awarded on March 6, 2008. These high voltage switches are being replaced with new 34.5 kV switchgear, to allow safe operation of incoming lines and lockouts when needed. The temporary feeders are required for the operation of the North Side WRP, while the switchyard work is being done.
ComEd, the sole service provider of the electrical services to the North Side WRP, has submitted prices for the services required. Inasmuch as ComEd, is the only source of supply for the services required, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
In view of the foregoing, it is requested that Purchasing Agent be authorized to issue a purchase order to ComEd in an amount not to exceed $204,987.43.
Funds are available in Account 201-50000-612490.
