Dear Sir:

 

Authorization is requested to negotiate an Intergovernmental Agreement (IGA) with the City of Chicago (City) to share the cost to construct the Le Moyne Street and Maypole Avenue Underground Storage Projects on the west side of Chicago. The City is planning to install underground storage facilities on Le Moyne Street, between Luna Avenue and Lorel Avenue, and on Maypole Avenue, between Cicero Avenue and Lavergne Avenue. The purpose of the proposed projects are to provide additional capacity for local sewers and to relieve flooding during short and intense storm events, like the July 2, 2023 storm that inundated neighborhoods on the west side of Chicago and surrounding areas.

 

On October 6, 2009, the District and the City entered into a Stormwater IGA, regarding stormwater management within the corporate limits of the City. Pursuant to the Stormwater IGA, the District and the City agreed to work together on identifying possible projects to address stormwater management problems in the City. In early 2024, the City conducted an analysis of underground storage projects that would help to relieve basement and street flooding, and identified a number of possible locations, including those noted above. The Le Moyne Street and Maypole Avenue projects would provide approximately 1.7 million gallons of stormwater storage at an estimated total cost of approximately $12,000,000.00.

 

Based on the foregoing, it is hereby requested that the Board of Commissioners authorize the District to negotiate an IGA with the City, to provide funding for the construction of the above captioned projects. The City will be responsible for design, construction, operation, and maintenance of the projects, and will follow its procurement requirements for advertisement and award of contracts as well as their provisions for Minority and Women-owned Business Enterprises (MBE/WBE) participation goals. The City will be required to provide information on the attainment of its diversity goals for this project. If approved, this would comply with the District’s Strategic Business Plan’s Stormwater Management Strategy 4 to “Identify and pursue opportunities for partnering on multi-benefit projects and for coordination with other agencies to minimize the cost of stormwater management projects.”

 

Once the City and the District agree in principle to the terms of an IGA, including cost share amount, authority to enter into an IGA will be sought from the Board of Commissioners.
